Cookie EXP feels plentiful until you need several teams. Then you have to choose: finish a damage dealer's climb to level 100, catch up a healer, or give a fragile support enough levels to survive.
For a stage team that uses Milk Cookie's Crunchy Strong Pediatrician, give Milk the first level-100 push. Follow with the damage dealers you actually field, then your healer. The remaining slots can catch up as survival demands. Pomegranate can often wait longer than the others.
Levels also affect two less obvious things: who enters Crumble Dungeon early and who receives a Welfare effect aimed at your highest-ATK ally. That makes resetting a level useful, but only when you know which number you need to change.
Choose a working team before spending the EXP
Late-game EXP shortages come from trying to maintain too many Cookies at once. A new stage team needs one set of units, Arena wants another, and suddenly every promising pull needs levels. You cannot solve that by treating each new Cookie as an urgent project.
Pick the lineup you are pushing with today. If you still need a workable composition, use the recommended teams to settle the twelve slots before spreading more EXP. Then look at what fails: the team dies, the timer runs out, or an important support never survives long enough to cast.
For stage progression, use this order:
- Milk Cookie's Crunchy Strong Pediatrician.
- The damage dealers doing the team's actual damage.
- The healer you rely on, such as Herb.
- Other active Cookies, raised enough to stay alive.
- Pomegranate, if she already survives and delivers her buffs.
This order assumes those Cookies belong in your team. It is not a reason to pull Milk blindly or level an unused healer. The CookieRun: Crumble Tier List can help compare long-term investments, but a Cookie's rank alone does not tell you where the next batch of EXP should go.
Why Milk takes the first level-100 slot
Milk gets several useful gains from the same level increase. His healing scales with his ATK, and his allied buff also depends on his own ATK. Higher levels raise that stat while adding HP and DEF to help him stay in the fight.
That combination puts him ahead of a support whose main contribution changes little with raw stats. Keeping Milk alive protects the team's healing, buffing, and synergy contribution at once. An underleveled Milk can leave several other expensive Cookies struggling.
Keep him at the top of the stage team's level spread while you work toward 100. After that, feed the carries. A healthy team still needs enough damage to beat the timer, so Milk taking first place does not mean the attackers should stay low indefinitely.
Pomegranate is the useful contrast. Her core buff does not gain the same benefit from raising her personal ATK. She still gains basic stats from levels, and those stats matter when she dies. But if she already survives the whole attempt, her next levels usually have less urgency than Milk's or a carry's.
There is no universal minimum level for her. Watch the fight. If she misses later casts because she falls over, move her back up the queue.
In Arena, level the Cookie who dies first
Arena starts with the same two priorities: Milk, then your working damage dealers. The third priority changes. Instead of automatically feeding Herb or another healer, check which teammate dies first.
That Cookie may need the HP and DEF from more levels. A support who survives to cast can do more for the result than a healer who receives another upgrade while the same teammate still disappears immediately.
Look for a repeated failure, not one awkward loss. If the same slot dies before contributing across several comparable fights, try raising it. If everyone survives and you still lose, go back to the damage dealers rather than adding levels to the healthiest support.
Make one adjustment at a time. Level changes are easier to judge when you keep the lineup and other equipment steady. You want to know whether extra survival bought another useful skill, not just whether the Power number increased.
Crumble Dungeon uses Power for the initial 40
The initial Crumble Dungeon roster shows 40 Cookie portraits. Their selection and entry priority follow individual Combat Power, from higher to lower. A Cookie you want early can sit behind a less useful one simply because its displayed Power is lower.
Levels give you a way to change that order. Resetting a level-100 Oven Wanderer lowers his Power. Raising a lower-rarity Cookie such as GingerBrave can put GingerBrave ahead of him and move GingerBrave into that initial group.
This example explains the sorting rule; it does not make GingerBrave an automatic best pick. Choose the Cookie for a job first, then adjust the numbers needed to bring it forward.
Check the entry display again after changing levels. Do not assume rarity decides the order, and do not confuse the initial 40 with a claim that only 40 Cookies can participate in the entire run. The practical check is whether the Cookie you intended to move now appears where you need it.
Make the highest-ATK Welfare effect reach Milk
Combat Power controls that dungeon entry order. The Welfare effect discussed here checks a different number: the highest ATK among your allies. Making Milk the leader does not, by itself, guarantee that he receives it.
ATK Amp Sugar Runes can push Milk toward the top. But another attacker may still have more ATK, particularly if its levels and equipment are stronger. Compare the actual ATK values rather than the total Power or the size of the leader portrait.
Consider a setup where Milk displays about 582 ATK and an attacker displays over 600, using the same on-screen units. Resetting that attacker and rebuilding it to a lower level might bring its displayed ATK to about 575. Milk now sits above that attacker.
You are not finished if a second ally still displays 598. Check every competing Cookie. Leave a clear margin instead of trying to win a near tie at the last displayed decimal.
The gear and Sugar Rune guide helps separate ATK Amp from other stats when you review those builds. Changing a stat that sounds offensive will not necessarily change which ally has the highest ATK.
Do not sacrifice the whole team to win one ATK check
Lowering a carry's level also lowers the carry's stats. Getting the Welfare effect onto Milk can improve his contribution, but that gain has to outweigh what the attacker loses. A cleaner ATK ranking can still produce a worse run.
Record the original levels and ATK values before resetting anything. Read the reset confirmation, including its costs and what it returns. Then rebuild in small steps and stop below Milk's ATK if that is the goal.
Try the same content again. Check whether Milk's improved contribution helps the team survive or deal more damage overall. If the run gets worse, revisit the setup instead of lowering every attacker further.
This option matters most when you have a limited Rune budget. Chasing enough ATK Amp rolls to beat every carry can get expensive. A measured level adjustment gives you another approach, but neither approach deserves unlimited spending.
Keep the investment tied to a team you use now. Your preferred lineup may change later, and a costly set of Milk-specific rolls may not remain your account's next priority.
Give the next batch of EXP a specific job
Before spending the next batch, check Milk and the active carries first. After that, look for a teammate who dies too early. Only start adjusting dungeon entry or Welfare targeting when you have a specific Cookie and a specific number in mind.
Keep enough flexibility for the mode you are actually trying to clear. You can leave a stable support lower, raise a fragile Arena slot, or hold back a carry while testing Welfare targeting. For the broader daily routine around those upgrades, the fast account growth guide covers the order of stage pushes, dungeon attempts, and permanent account gains.
Cookie EXP and level-100 FAQ
Who should reach level 100 first?
For a stage team using Milk Cookie's Crunchy Strong Pediatrician, prioritize Milk, then your active damage dealers, then your healer. Raise other supports when they need more survival.
Does Pomegranate need level 100?
Not immediately if she survives and delivers her buffs. Her core buff does not benefit from personal ATK in the same way Milk's does, so other active Cookies can take priority.
Can levels change Crumble Dungeon entry order?
Yes. Levels change individual Combat Power, which determines the initial 40-Cookie selection and entry priority. Recheck the entry display after adjusting the roster.
Will choosing Milk as leader guarantee the Welfare buff?
No. The Welfare effect that targets the highest-ATK ally still checks ATK. Milk must exceed the other relevant allies, and lowering their levels can cost damage.
